Except the Supreme Court has ruled last year municipalities cannot criminalize sleeping in public. So the imperial beach ordinance is moot. Shame on this so-called advocate for not knowing that.

I do, still think it’s silly for a city to enact an ordinance clearly in violation of Supreme Court precedent.
