So in the end Goldsmith would come down on more limited public speakers for off the official agenda with a wait and see attitude. The city could win ... or lose. If the city wins we limit the wind bags at council meetings and if we lose it's only ten or twenty thousand dollars of the tax payers money and we delayed as long as we could.
