Shopping Plaza Owner and One Paseo neighbor spends $10,000 to lobby against project

A recent lobbyist disclosure from Donahue Shriber shows presence of anti-One Paseo lobbyist at City Hall

Kilroy Realty is banking on hopes of city council support for their mega-development One Paseo in Carmel Valley. And, local lobbying outfits are banking thousands of dollars Kilroy Realty paid to lobby city council and city staff for support.

But not all registered lobbyists are pro-One Paseo. Today, in a newly filed disclosure, shopping plaza developer and owner of the Del Mar Heights Town Center in Carmel Valley, Donahue Schriber, announced it will be spending $10,000 to convince city officials to "ensure project's consistency [with] existing [community plan] and Del Mar Heights Town Center."

The "project," unnamed in the disclosure, was said to be located at the Southwest corner of Del Mar Heights Road and El Camino Real in Carmel Valley, the exact location of Kilroy's 23.6 acre property.

Tension between the shopping plaza owner and Kilroy is not new. In May 2012, Kilroy's vice president of development Bob Little accused Donahue Schriber of paying for the anti-One Paseo website, What Price Main Street?.

“The opposition is not grassroots. That website is funded by the owner of the shopping center across the street. The owners, Donahue Schriber, had their names on the What Price Main Street? website. They are the ones trying to pose as grassroots for their own economic interests," said Little during a phone interview last year.

A few days later, Ken Farinsky, host of What Price Main Street? denied the allegations, saying Donahue Schriber shared some of the same concerns but had no other connection to the website or the community.

The thousands of dollars put towards lobbying efforts as well as Mayor Bob Filner's appearance at a Carmel Valley planning group meeting are signs that the fate is far from being decided.

Note that Kilroy spent $1,071,816 in 2012 lobbying the City of San Diego specifically for One Paseo (according to public city records posted at the City website). Their total cost to date on the property, according to their financial reports, is $131.2M*. Their initial purchase price was $80M. It would be interesting to learn more about how the over $1M was used to lobby the City, and where the additional $51.2M has been spent thus far on the property.

I collected signatures from other Carmel Valley residents who are opposed to this mega-development. Myself and all the others volunteered our time because we care about the quality of life in our community. We are grassroots and we are growing as more people wake up to all the negatives that come with development too big for the roads and infrastructure to handle.

This big LA developer likes to emphasize their new reduced plan even though it is still nearly 3 times the size allowed by current zoning. Our roads cannot carry that much more traffic. The effects will reach well beyond Carmel Valley. Congestion will extend to highway 5 and all of San Diego will be get a taste of LA style traffic.
