Did the City of San Diego kill Epic Pest Control?
"According to data compiled as part of the Small Local Business Enterprise Program, of which Epic Pest Control is a member, less than 1 percent of city contracts are awarded to African-American companies. In fact, just $1.2 million out of a total $124.7 million program is paid to African-American-owned companies." So what? There is no requirement that X% of work must be given to any particular specially-protected group simply because they're a specially-protected group. Show me proof that lesser-qualified companies got the work, and I'll be concerned. But this is like bemoaning the high dropout rate / low graduation rate and claiming that the solution must be to simply graduate more "minorities", while paying no attention to WHY they aren't graduating. Funny how we're always being lectured about how we have to be color-blind, treat everyone equally, etc... until we're mandated to pay attention to skin color or ethnicity or religion to make sure that someone gets a leg up. I've never understood why Bob Filner's bad acts mean the taxpayer must write a check. Molesting women is NOT part of the Mayor's duties. Bob Filner should be individually responsible for every penny in judgements.
