San Diego officials shut down ballot measure to give public more access
Same thing in Chula Vista! A while back, Mayor Cheryl Cox and her sidekick, Councilwoman Pamela Bensoussan, were working behind the scenes with David Malcolm, a San Diego resident now and friends of the Cox's, for the following. Our 1960 power plant had been shut down, and now the Mayor was anxious to have it torn down and removed to help in the development of our bayfront. She did not believe that the leasee would do it as fast as she wished it to be done, so she asked Malcolm to work out a deal whereby the city would take over responsibility and get it done sooner. This was all done in secret, and Councilwoman Bensoussan was the go-between. A Public Records Request was submitted for all the emails between Bensoussan and Malcolm, and eventually six emails sent from her city computer were released, none of which touched on the subject. But another person managed to get 14 emails from Malcolm which Bensoussan had sent from her PERSONAL computer, which revealed exactly what had been secretly going on behind-closed-doors. This was all presented at a Council meeting. Our City Attorney, Glen Googins, sat there quietly and did not say a word. The message was clear: Any city employee who wants to do city business in secret, just do it on your personal computer and you will have no problem in Chula Vista.— April 27, 2014 6:47 p.m.

What a perfectly awful farce! These South Bay "corruption" trials have been like a Chinese water torture over the past two years. Bonnie Dumanis, Leon Shorr, and Judge España should be ashamed of themselves for wasting so many tax dollars to reach this disappointing conclusion. I am sure that every citizen can go to sleep tonight assured that corruption has been stamped out in the South Bay! -- NOT.— April 24, 2014 8:48 p.m.

Great article! I am laughing out loud that even Shirley Horton could not put her name to a letter extolling David Malcolm's "virtues" of being honest, a role model, and a civic leader. Shirely Horton quitting politics?? NOT! Will she have to give up her lucrative salary at South Bay Community Services if she wins the seat on the Board of Equalication? How much does a BOE Commissisioner make? I think she is in charge of real estate at South Bay Community Services. On tonight's City Council agenda there was a proposal by SBCS to renovate an office building at 192-198 Landis Avenue into 7 apartments for the homeless. The City would be ponying up as much as $450,000 toward this $1.2 million project -- to help 7 homeless! Who are they buying this building from? At last count, SBCS owned at least 18 different pieces of property, but like Lucy in "Charlie Brown," they like real estate!— March 11, 2014 9:43 p.m.

Plans for Chula Vista’s Orange Avenue park discussed
Homelessness in Chula Vista is growing, as it is elsewhere. So far, except for a few services offered periodically, no attempt has been made to solve the problem. Any attempt to move them out of one area simply pushes them into another area. New York City, Salt Lake city, and perhaps a few others, have taken steps to at least get them off the streets, and to save money at the same time. Chula Vista ought to do the same in one way or another.— February 15, 2014 11:04 a.m.
County board of education occupies Sweetwater
About 10 years ago, the Chula Vista Police wanted to build a new headquarters. The Police Chief at that time, who was very much a "political" Chief, had it built right next to City Hall -- on the far west side of Chula Vista. And it was built big enough to serve until complete build-out of Chula Vista. As one would have expected, now they are having trouble servicing the east side of Chula Vista effectively. It is a long ride for a policeman just to get to his assigned area. It was a very short-sided decision -- and it seems so, too, for SUHSD to do the same at the far eastern side of their much larger district. It would seem that a much more rational location would be the Third Avenue site that they bought years ago for just that purpose. In terms of the entire District (including National City, San Ysidro, and Imperial Beach, it would be a much more central location, and is serviced by north-south and well as east-west bus routes. Unfortunately, part of the problem is that the Chula Vista City Council has been swayed by the development fees they will get if this site is developed into condos -- and in fact, they have approved such already. Alas, more poor judgement and lack of vision.— February 9, 2014 2 p.m.
Sweetwater school district invites more suspicion
Is anyone going to be surprised when Shirley Horton signs up to run for Chula Vista Mayor in the spring with the backing of Cheryl Cox? And when Cheryl becomes Superintendent of SUHSD, she will control both the high school district and the city. Both have had very strong ties to David Malcolm.— December 22, 2013 9:08 p.m.
Cops kick out public from Sweetwater board meeting
After reading this continuing horror story, and all the comments, I am reminded that it is Halloween. I suggest that the four most terrifying masks this season would be Ed Brand, John McCann, Jim Cartmill, and Arlie Ricasa -- two egomaniacs and two indicted Board members.
