City Attorney weighs in on formation of downtown arts and entertainment district

IF an ARTS AND ENTERTAINMENT DISTRICT is going to happen, it would be phenomenal if a FLASH MOB FESTIVAL such as the one proposed herein could become an annual, defining nationally-promoted event or even internationally-promoted. Along with the SAN DIEGO FRINGE FESTIVAL, SDMA's ARTS ALIVE, a couple of NEW PLAY FESTIVALS (including the WAGNER NEW PLAY FESTIVAL at UCSD, an INTERNATIONAL DANCE FESTIVAL (organized by the likes of Margaret Cobbs Marshall, Jean Isaacs, Pat Rincon, and Yolande Snaith, et al). Add in various MUSIC and FILM FESTIVAL events. Voila!
