Enterprise zones a flop, says new study
I think somebody is getting their wires crossed here, Don. In the first part of the article, it states, "Corporations with assets of $1 billion or more claimed more than two-thirds of the dollar value of enterprise zone tax credits in 2010," then, "yet fewer than 1% of companies filing tax returns in California have $1 billion or more in assets." Yea, so? How does that equate with the tax credit program not working? The goal of these programs is to see that people who live in those "enterprise zones" get hired, and in so doing, a company, big or small, can save by taking advantage of the tax credits. If it turns out that some billion dollar company moves in and does it instead, who cares? As long as the locals get jobs, the program is working. The idea isn't to compel companies to create new jobs so much as it is to give them an incentive to hire the unemployed who reside in those areas. If they do that through attrition, so what? Also, I think there is a fundamental misunderstanding of the purpose of these programs when I read, "Businesses have the "ability to claim tax credits for decisions made in prior years, which offers a reward for routine business activity instead of providing an incentive to hire target groups of individuals," says the study. "The credits go to NEW HIRES, not new jobs." Well, yea; they get the credit if they hire someone from the targeted group --those who reside in the economically depressed area--the "zone," if you will. The company may be able to claim it from a prior year if they failed to claim it the first time, just as you can file an amended return on your taxes--but only if they can show that they hired from the targeted group. I think these "Budget Project," and "Policy Institute" folks are trying to sow some confusion. No one makes or saves a dime with these programs unless they fulfill the requirements, which is to provide jobs to LOCAL residents, or those from another enterprise zone. The idea is to provide jobs to those who need one. So far, in spite of the convoluted interpretations of the results, these programs have been quite successful. In order to prove or disprove it, you need to look at how many were hired who were not working before. These programs are anything but "corporate welfare." More of an "anti-welfare and pro-jobs" program, if viewed in the right way.

Extreme poverty on the increase in Tijuana
This is a bad situation with no hope of getting better. Even if someone legally crosses the border into the US looking for work, the likelihood of them finding a job is declining due to a stagnating economy here. How the situation in TJ is ever going to improve is the real question. Someone with a family on the verge of starving, is more likely to resort to crime and who can blame them? The drug cartels are the only businesses hiring, and any hope of killing at least a portion of their business is being snuffed out by the Feds raiding our marijuana clinics. As the crime rate rises the likelihood of more tourists coming to eat and shop drops. And round and round it goes...living the loca vida.

Controlled burn scheduled at MCAS Miramar
Another controlled burn? Based on the weather conditions? Oh, and we all know the weather and more importantly, the wind, never does anything unpredictable, does it? Great. Isn't this how the fire out in Anza Borrego got started last week? And wasn't it a controlled burn that started one of the major fires last year? What is wrong with these people? Doesn't anyone simply cut down brush anymore? Chop it down and bring in the goats! Who in their right mind, knowing the likelihood that a single errant spark or ember can ignite a major fire, would run the risk of having a "controlled burn" when there are other ways to remove the fuel? Fighting fire with fire, when there is no fire to start with, is not the way to go. Keep your house hoses handy, folks. This could be, as Yogi Berra is famous for saying, "deja vu all over again."

Talk about sound - I love The Ken and would not want anything to happen to that old theater but the sound system is so bad, I feel like I'm sitting in a tin box. I wish they'd have a fundraiser or something so they could get a new system.

True story
That's only true for married guys. I read that Douglas was feeling a little weak in the wrist coming out of doing "Behind the Candelabra" and so he felt the need to make sure everyone knew he was still a macho, meat-eating (preferably pink), red-bloodied all American male. Personally, for the chance to go downtown with Catherine Z-Jones, I'd be willing to take my chances with the hapap-v. Incidentally Matt, I found out Horton Plaza parking garage accepts validation from their UA Theater even if it isn't for $10. Attendant at garage said they have an agreement with the theater (so you do have to go to that one - no running up to the 5th Ave Regal) to accept a validated ticket and not require full $10 purchase. That's decent of them, no?

Spectator killed during Baja 500
I don't think that's it. I think this is just a case of the law Mexican-style: Guilty until proven innocent. Personally, I don't get it. Someone said it is based on "Napoleonic" law, but I haven't researched it. As for the race, you are right in that accidents will happen. I don't get someone being arrested over it. Unfortunate, but I wouldn't say someone is "guilty" of breaking a law.

Large apartment complex approved by La Mesa City Council
This development should definitely go forward and there should be lots more like it. San Diego needs lots of large apartment buildings. This is a city, not a village. The single family homes belong in the burbs. What's needed here are huge multi-family buildings; subsidized and otherwise. Rents are at ridiculous levels and people foolishly adhere to outdated ideas like "height limits." Hillcrest is a prime example: people there want to maintain the "neighborhood character," and yet whine because they can't find an affordable place to live. Single family homeowners want to keep the value of their property up, so they fight against any development that might give people more choices. People in La Mesa, as well as other parts of San Diego need to wake up and realize this is a large and growing city and restricting housing development benefits no one.

South Bay Drive-In goes digital
Are you sure about that? Who saves as a result of no more film and shipping costs? Isn't it the theater operator? Digital distribution of music resulted in a huge savings for the fans and pretty much eliminated the middle man. I would think digitization of film would have also resulted in big savings. It doesn't surprise me that we consumers pay higher prices, but I would think the actual copying and distribution is much cheaper and would be a savings for somebody.

Enterprise zones a flop, says new study
I think somebody is getting their wires crossed here, Don. In the first part of the article, it states, "Corporations with assets of $1 billion or more claimed more than two-thirds of the dollar value of enterprise zone tax credits in 2010," then, "yet fewer than 1% of companies filing tax returns in California have $1 billion or more in assets." Yea, so? How does that equate with the tax credit program not working? The goal of these programs is to see that people who live in those "enterprise zones" get hired, and in so doing, a company, big or small, can save by taking advantage of the tax credits. If it turns out that some billion dollar company moves in and does it instead, who cares? As long as the locals get jobs, the program is working. The idea isn't to compel companies to create new jobs so much as it is to give them an incentive to hire the unemployed who reside in those areas. If they do that through attrition, so what? Also, I think there is a fundamental misunderstanding of the purpose of these programs when I read, "Businesses have the "ability to claim tax credits for decisions made in prior years, which offers a reward for routine business activity instead of providing an incentive to hire target groups of individuals," says the study. "The credits go to NEW HIRES, not new jobs." Well, yea; they get the credit if they hire someone from the targeted group --those who reside in the economically depressed area--the "zone," if you will. The company may be able to claim it from a prior year if they failed to claim it the first time, just as you can file an amended return on your taxes--but only if they can show that they hired from the targeted group. I think these "Budget Project," and "Policy Institute" folks are trying to sow some confusion. No one makes or saves a dime with these programs unless they fulfill the requirements, which is to provide jobs to LOCAL residents, or those from another enterprise zone. The idea is to provide jobs to those who need one. So far, in spite of the convoluted interpretations of the results, these programs have been quite successful. In order to prove or disprove it, you need to look at how many were hired who were not working before. These programs are anything but "corporate welfare." More of an "anti-welfare and pro-jobs" program, if viewed in the right way.— June 6, 2013 7:54 p.m.

Extreme poverty on the increase in Tijuana
This is a bad situation with no hope of getting better. Even if someone legally crosses the border into the US looking for work, the likelihood of them finding a job is declining due to a stagnating economy here. How the situation in TJ is ever going to improve is the real question. Someone with a family on the verge of starving, is more likely to resort to crime and who can blame them? The drug cartels are the only businesses hiring, and any hope of killing at least a portion of their business is being snuffed out by the Feds raiding our marijuana clinics. As the crime rate rises the likelihood of more tourists coming to eat and shop drops. And round and round it goes...living the loca vida.— June 6, 2013 1:22 p.m.
Controlled burn scheduled at MCAS Miramar
Another controlled burn? Based on the weather conditions? Oh, and we all know the weather and more importantly, the wind, never does anything unpredictable, does it? Great. Isn't this how the fire out in Anza Borrego got started last week? And wasn't it a controlled burn that started one of the major fires last year? What is wrong with these people? Doesn't anyone simply cut down brush anymore? Chop it down and bring in the goats! Who in their right mind, knowing the likelihood that a single errant spark or ember can ignite a major fire, would run the risk of having a "controlled burn" when there are other ways to remove the fuel? Fighting fire with fire, when there is no fire to start with, is not the way to go. Keep your house hoses handy, folks. This could be, as Yogi Berra is famous for saying, "deja vu all over again."— June 5, 2013 4 p.m.

True story
That's only true for married guys. I read that Douglas was feeling a little weak in the wrist coming out of doing "Behind the Candelabra" and so he felt the need to make sure everyone knew he was still a macho, meat-eating (preferably pink), red-bloodied all American male. Personally, for the chance to go downtown with Catherine Z-Jones, I'd be willing to take my chances with the hapap-v. Incidentally Matt, I found out Horton Plaza parking garage accepts validation from their UA Theater even if it isn't for $10. Attendant at garage said they have an agreement with the theater (so you do have to go to that one - no running up to the 5th Ave Regal) to accept a validated ticket and not require full $10 purchase. I don't think that's it. I think this is just a case of the law Mexican-style: Guilty until proven innocent. Personally, I don't get it. Someone said it is based on "Napoleonic" law, but I haven't researched it. As for the race, you are right in that accidents will happen. I don't get someone being arrested over it. Unfortunate, but I wouldn't say someone is "guilty" of breaking a law.— June 4, 2013 9:53 a.m.
Large apartment complex approved by La Mesa City Council
This development should definitely go forward and there should be lots more like it. San Diego needs lots of large apartment buildings. This is a city, not a village. The single family homes belong in the burbs. What's needed here are huge multi-family buildings; subsidized and otherwise. Rents are at ridiculous levels and people foolishly adhere to outdated ideas like "height limits." Hillcrest is a prime example: people there want to maintain the "neighborhood character," and yet whine because they can't find an affordable place to live. Single family homeowners want to keep the value of their property up, so they fight against any development that might give people more choices. People in La Mesa, as well as other parts of San Diego need to wake up and realize this is a large and growing city and restricting housing development benefits no one.— June 1, 2013 10:53 a.m.

Are you sure about that? Who saves as a result of no more film and shipping costs? Isn't it the theater operator? Digital distribution of music resulted in a huge savings for the fans and pretty much eliminated the middle man. I would think digitization of film would have also resulted in big savings. It doesn't surprise me that we consumers pay higher prices, but I would think the actual copying and distribution is much cheaper and would be a savings for somebody.— June 1, 2013 10:39 a.m.
