What did voters expect? Prop36 ordered addicts into treatment - with no provision to make sure they actually went. Addicts who had been part of the Drug Court program no longer needed to worry about repercussions from not completing treatment. AB109 moved inmates from state prisons to the local jails which were instantly at 99% capacity. Prop47 reduced felonies to misdemeanors, so even if someone is sentenced, it tops out at 1 year in an overcrowded local jail so they are released in weeks. So why opt for Drug Court which was actually helping addicts using the carrot or stick approach - go to treatment or go back to jail. Prop57 helped state felons. Commit a major theft by swindling 5 people of $250,000 each. You might have gotten an 10 year term (2 years for each victim) and been paroled in 5 years. Under Prop57 you can be paroled at half the individual term within the overall sentence. So facing a potential 1 year for stealing $1.25M is a rational choice. And no, the court can't enforce restitution once the term is served. If Madoff had been prosecuted in CA and received the max sentence for each victim (5 years), he would have been eligible for parole in 2.5 years.— August 18, 2018 7:59 a.m.

Cop stop study data veiled in darkness
These studies miss a basic point. Overall population is the wrong measure. Stops are dependent on the number of officers work a given area. In the 80's, I worked Downtown/Barrio Logan. 15 cops on a graveyard shift augmented by specialized gang details. It was rare to see a white male or female out after 9PM. Gangmembers, prostitutes and drug users/dealers were the norm. I transferred to Miramar to RB area. At least 4x the population, a higher percentage of whites & Asians, and a much larger area to cover with only 5 patrol officers on graveyard shift. Fewer than one third of the cops, fewer blacks & Hispanics in the local area, and longer drive times between calls meant far fewer stops. When you factor those differences into the calculations, racial profiling goes out the window.— October 31, 2016 8:48 a.m.
