"Update on NPMS PBID efforts... that a feasibility study is being done by Civitas (Sacramento). It will cover trash, cleaning, median and small capital improvements in the "commercial area", above and beyond what is done by the NPMAD.
This PBID effort has received no funding from the NPMAD. [*Because it wouldn't be legal!!*]
The "commercial area" [*note quote marks*] has not yet been clearly defined. A preliminary map will be prepared by the steering committee for discussion with the Assessment Engineer and should be finalized by March. It will include between 300 and 500 parcels.
No assessment process has been determined yet.
If the petition is successful, the PBID will go to ballot in July 2014." — February 23, 2014 3:48 p.m.
Improper payment for Barrio Logan maintenance district?
Good reporting. Thanks for the update. This was the worst thing Alvarez ever got suckered into, going back to Li Mandri's selective, Orwellian-worded survey about the assessment district (*oh, excuse me*, *the* "benefit district"), sent mainly to assessment friendlies. Top leaders in BL did not know of it, and little people did not understand it, so of course the response was "positive." Li Mandri is a charlatan. We all know that. But he is very, very rich.— February 25, 2014 6:34 p.m.
Proposal for newly drawn assessment district in North Park once again in the works

Proposal for newly drawn assessment district in North Park once again in the works
Dorian, In the Nov 2013 NPPC minutes it is stated [Section XV, item (c)] that $5000 for the PBID has been obtained from Segal, the developer of the huge Northparker project across from Jack-in-Box. Of course, to the delight of NPMS, Segal would carry a large weight in favor of a PBID in a vote of property holders. This is what NPMS has been yearning for. http://northparkplanning.org/pdfs/pc/2013/Minutes…— February 23, 2014 3:30 p.m.
Potential canyon development in South Park
BSP - The parcel sold for the development is, as you say, 5392140100. However, 5392140200 is the south-end parcel (it would be the corner lot on Elm and 28th, if the streets were finished through), which is owned by the City of San Diego. You can see the plat map in the photo attached. http://www.sandiegoreader.com/users/photos/2014/f…— February 15, 2014 3:44 p.m.
Potential canyon development in South Park
I don't think BSP's logic is questionable. It is unemotional, however; the fact is, these parcels were platted in the early 1900s, at the same time as all of the parcels adjacent. Just because the owners never built on them doesn't make them "canyon." They are parcels - privately owned lots. That said, it's too bad that you may lose the luxury of having an undeveloped lot behind you. That is a BIG luxury in Sn Diego.— February 15, 2014 10:33 a.m.
Filner accuser McCormack Jackson to get $250K
Yeah. And she just scored a unit in the subsidized senior housing apartment, which is, as she bragged recently, only 1 block from city hall.— February 12, 2014 5:11 p.m.

Filner accuser McCormack Jackson to get $250K
She's the one who lives on a couch, watching reality shows. I know this is now totally irrelevant, but it was always disgustingly obvious that she invented all of her accusations, and she really sickens me. Even though you couldn't imagine it, per her own public statements, she's fond of bawdy sexual fantasy. Just in the past month she told the story of herself falling down in her apartment and not being able to get herself off the floor. Her comment about the 911 call responders was that "good looking firefighters came to my house." Yeah. If I were them, I wouldn't touch her. Who knows what she might accuse. This was the type of person cheered on by Allred and a horde of others who wanted to destroy Filner.— February 12, 2014 9:47 a.m.
"Hispanic 100" backs Faulconer
Good research. I had just been looking at Faulconer's contributors and noticed only a handful of Hispanic surnames (though no shortage of Barrio Logan wealthy caucasian property owners). The only Hispanic names I recall among Faulconer's donors are Roberto Victoria (whose family member Amelia is the newly elected Barrio Logan MAD Executive Committee treasurer), Leonel Guerrero (who has long been the well-paid tax preparer for most of the Economic Development MAD 990 filings), and, of course, Jerome Navarra.— February 10, 2014 5:52 p.m.

Good riddance to her. She had no case. The small amount accurately represents her "stress, suffering, and future earnings."— February 10, 2014 5:38 p.m.
