"Stakeholder" is a term to be wary of. When used by the city staffers it's manipulated to include those who are friendly to the plans, and to exclude or minimize any opposition. The Grantville "charette" (charade?) was an example of this, with developers and other "stakeholders" rubber stamping what the residents so clearly opposed. This urban assault vehicle is far more likely to be used on US citizens engaged in political or social protest than against terrorists or drug kingpins. The militarisation of our country's police forces, and inculcation of a war-like "us versus them" attitude in law enforcement, from the TSA to the local cops, bodes ill for America's future freedoms. I had a classmate who went to work for the city water department as a programmer at better money than I was making in the private sector at the height of the dot com boom years. San Diego City Hall's OneSD Program at $37 Million and Counting
Dorian, the implementation of this project stinks like month-old fish. Ask for the requirements specification and work breakdown structure (task list) for implementation. Ask for both planned and actual resource expenditures. Those should be public records. They should give a lot of insight into how this project is really coming along. It's been plagued with trouble for years. ...and I predict you'll hear a lot of "we're 90% done" answers when you start asking pointed questions.
