When you call the police do not say he is "selling magazines" but rather that this person is a suspicious subject and is "casing" the neighborhood. Give a description of the subject. I really don't think that the waste haulers have much to worry about. All cities and the county contract for trash collection. Trash companies will not go out of business or reduce their fleets or employees by any significant or noticeable amount.
