Border News Translations: Rehab Centers Closed; Kidnappers; Counterfeiters

TIJUANA BC (Frontera, Laura Durán, 5/16/11) - Since the beginning of the year, 17 rehabilitation centers in the State have been shut down for failing to comply with a minimum of 80% of Official 028 Health Standards which assess care, equipment, structure, feeding and hygiene. According to the State Secretary of Health, José Guadalupe Bustamante Moreno, there is strict compliance and review of the law to give prompt and dignified care. "17 have closed this year because they will never meet the standard. We demand to see the corrective actions. They are promises we are not going to get because they don’t have adequate equipment or infrastructure", said Bustamante. There are currently 174 centers operating at the minimum 80% of the official standard rating. The Secretary of Health indicated that it is very careful with these institutions as the mistake at one center affects the image of all. They operated like that 10 years ago when the infrastructure conditions were precarious.

TIJUANA BC (Frontera, Luis Gerardo Andrade, 5/16/11) - This morning a woman and her 17-year-old son were deprived of their freedom. According to authorities, the "levantón" (kidnapping) occurred in Cañón Centenario, near delegación Sánchez Taboada, where a group of armed men arrived and took the woman, approximately 45, with her son. The investigation is ongoing, however it is presumed to be the work of "narcomenudeo" (drug sellers), although this has not been confirmed by the authorities. It was also reported that two people were detained.

TIJUANA BC (Frontera, Luis Gerardo Andrade, 5/16/11) - Four suspected counterfeiters were arrested in possession of false documents such as passports, credit cards, driver's licenses and Federal Electoral Institute (IFE) identifications. The arrests were made by the preventive State Police (PEP), who reported the detainees were Alexander Huerta Sandoval, who was passing as David James Oakes, 33; Ramón Franco Delgado, 35; Lindsey Michelle Tomanek, 29 and Joel Nava Sánchez, 34. The State personnel stopped the subjects in a truck on bulevar Las Américas, at plaza “Galerías”. During a routine search, Franco Delgado was found in possession of a US passport, a California ID, a license and a debit card with different names. Inspecting the vehicle, they found a briefcase containing 17 credentials of the IFE, three of the Mexican consular, two driver's licenses plates, and two cards of the Mexican Institute of Social Security affiliation. In addition, there were 25 American management licenses, 7 California IDs, 30 bankcards from United States and 13 holograms with the DMV logo. A laminator, a printer and files allegedly used for the preparation of false documents were in the vehicle. The detainees were brought before the Public Prosecutor, who will determine their legal status.
