“Waiting until the bridge is finished only to tear it up for a relatively inexpensive but visually striking improvement seems more of a course to failure than to success. By the city's own account, there is nothing structurally wrong with the bridge. Maybe it’s better to delay the project until the city can be more responsive to the community.”
