I believe this is actually an extremely large Del Mar Manzanita (Arctostaphylos glandulosa crassifolia).  It is on the edge of Del Mar Mesa, where it meets Los Penasquitos Preserve.  This has to be one of the largest specimens in San Diego County at 10-plus feet high with a trunk and root burl easily 1 foot across.
