Tough to be a drunk in El Cajon
It's already illegal to sell to minors. As far as "alcoholics", what is the precise legal definition and standard of proof used to determine who's an "alcoholic"? This sounds a little bit like the people calling for psychiatric evaluations to buy guns, so they can then say that wanting a gun is a mental illness that should preclude you from buying one. I'm VERY leery of anything that lets government decide what otherwise-legal product can or should be sold to whom and when. A competent adult should be free to buy any legal product any time, anywhere. If someone gets drunk and commits a crime, arrest them. If someone is "too drunk" to buy more booze, and bar or store owner now can (and will, in our litigious society) decline to sell them more. But now we're going to identify individuals who aren't allowed to buy alcohol even if they're perfectly coherent right now? What else can or should be denied to them? Can we say they aren't allowed to buy a car? A pack of cigarettes? McDonalds? Maybe tomorrow you're "too fat" to be allowed to eat anything other than a salad. It's REALLY tough for me to see how 26 more houses off of a street that services hundreds could make any real difference. And even if you get delayed by another minute, don't worry, the traffic on the 8 will still be waiting for you. Now, if this was 260 houses, I could see the point. But this is much ado about nothing. However, so long as we're in a "severe drought" where we're supposed to be showering with buckets and letting our yards die, there should be no building permits being issued for new construction.
