"Because it has already been approved in concept, residents in the quiet cul-de-sac have few options to oppose the project, they learned." What "end-run"? The only "end-run" I see is people who bought in a place where more homes were already approved but didn't exist yet, who came to believe that they somehow owned or had rights to not having more houses there, and want to do an end-run around the property owner. This is no different than people who complain that someone else is building on a previously-empty lot, "spoiling their view".
