addendum to 19 forgot to add under some circumstances older retirees can receive more than the maximum payment if they met certain standards. I think you had to retire after 65 and earned more than the current max amount and the plan that was taken over had enough assets to pay that higher amount, which we all know won't happen in SD. The normal benefits go up about 2-300 per month a year based on your age at retirement but if I remember correctly that accelerates quite a bit when you hit 70 because the logic was when you are younger you get more checks over your life time than when you're older. Sounds like reverse age discrimination to me.— January 16, 2009 7:18 p.m.

#16 Don the amount the PBGC is based on several criteria. The 2 biggest are the year the pension plan is terminated and the age of the retiree. The maximum benefit is set by law and it changes every year. The max right now is about $4300 a month if you retired @ 65 and the plan was retired in 2008. As I recall, this was thrown around in one of your blogs a few months ago in which someone questioned whether or not the city pensions would be covered in the event of bk. (they won' be; the PBGC covers only private sector pension plans)— January 16, 2009 7:05 p.m.

Robert, You have to understand a couple of things. First, shepherd apparently just writes to stir things up. That appears to be his sole purpose. Secondly, I have never met anyone in my entire life who does or doesn't go see a movie solely based on a critics review. Do you??? Just because he has a masters doesn't make him knowledgeable about what YOU like in a movie. Think of him as the johnnyvegas of movie reviewers; there's alot on the page, but does really mean anything to you personally??— January 14, 2009 6:32 p.m.

"Out of a county payroll of what, 30K employees????" I should have clarified. Those were just from social services; about 5% of the total social service staff. Also the rest of the employees have to take 80 hrs of non paid furlough. I heard that had to be done this year, but someone told me it's this fiscal year. figuring 2 weeks paid vacation, that's a 4% pay cut. I agree with you about SD not doing layoffs; when was the last time they actually cut pay??? BTW,, what diff does it make how long you've been on the job. #378 "Most of all, they cannot be fired except in extreme situations. Even when the city or state claims it's making layoffs, they actually cut planned or budgeted positions...slots used for accounting gimmicks..." I'm sure the 200+ folks that OC let go last week would disagree with you Fred.— January 14, 2009 4:14 p.m.

The Mello-Roos Community Facilities Act of 1982 The Act allows any county, city, special district, school district or joint powers authority to establish a Mello-Roos Community Facilities District (a “CFD”) which allows for financing of public improvements and services. The services and improvements that Mello-Roos CFDs can finance include streets, sewer systems and other basic infrastructure, police protection, fire protection, ambulance services, schools, parks, libraries, museums and other cultural facilities.
