That's kind of the problem, isn't it, Don. Politically, cuts can't be made to the big cats, so they fall on the working class. Maybe you should do an investigative report on the amount of business taxes paid by companies in SD as compared to other large CA cities. A Center for Policy Initiative report clearly showed the disparity in business license fees (http://shorterlink.com/?K5TP2X). They claim that if SD business paid the average of the ten largest cities in CA, an additional $60 million would be generated.
