Operating in the 5,000 square-foot space that formerly hosted the Elbow Room for nearly a decade, the Jolly Joker is a jester-themed bar with occasional live bands. Operators Amber Miller and Michael Brewer are also known from Riverside venues such as The Sire Bar & Grill and The Barn on the University of California Riverside campus, as well as Runway Spirits in Alameda, California.

The playing card themed renovations include sports TVs, a pool table, and a gastropub menu offering fish & chips, salads, burgers, sandwiches, and a full bar with spirits, cocktails, beer, and wine.
