Last week, San Diego’s Department of Environmental Health and Quality once again closed the Imperial Beach shoreline due to sewage-contaminated runoff from the Tijuana River, prompting federal immigration officials to make the following statement: “While it is true that President Biden remains committed to establishing a more just and humane border policy than that which was in place during the previous administration, it is important to note that it has found it necessary to re-impose the so-called Remain in Mexico policy for people wishing to enter the United States. It is also important to note that this policy extends to their effluvia.”
