So-called e-cigarettes have been increasingly making their way into San Diego from foreign ports, according to a May 24 audit by the U.S. Government Accountability Office, raising possible dangers for unwary users. “E-cigarette liquid — which can contain nicotine in different concentrations or have no nicotine — can also be imported separately from both devices and cartridges.”

In 2016, Chinese sources “accounted for about 91 percent of U.S. e-cigarette imports by customs value.” The top ports of entry were Cleveland, Los Angeles, Savannah, Norfolk, and Seattle, representing 81 percent of total customs value. The San Diego sector was in the middle of the pack, with $882,153 worth of the devices entering the country here.
