USA to become Arco — both owned by Tesoro
The site at 933 Birmingham Drive was originally built as a Gulf station when I-5 opened in the 1960s.
On October 17, the USA gas station off I-5 at Birmingham Drive in Cardiff by the Sea was set to shut down and begin a makeover to an Arco branded station.
In an Arco-less city of 15 gas stations, the low-priced major brand is a welcomed addition. “It’s good to have a station like Arco in our city,” said Encinitas city councilman Tony Kranz, referring to Arco’s position of generally offering the lowest price of major branded gas stations.
Brendan Smith, media relations for Tesoro refiners, owners of the Arco and AM/PM brands, says the switchover will receive “site upgrades including LED lighting at the pumps, which promote improved safety and efficiency.”
The convenience store, however will not be branded as an AM/PM due to its small size. The station will carry Arco’s marketed and trademarked “Top Tier” gasoline.
Founded in 1968, Tesoro, based in San Antonio, Texas, is the second-largest independent oil refinery in the U.S. The Cardiff station is operated by a franchisee, according to Smith.
Tesoro, with two SoCal refineries in Carson and Wilmington, is also the refiner and distributor to hundreds of Shell and Exxon-Mobil branded gas stations in California, as well as the remaining 137 USA stations.

ARCO — Atlantic Richfield Corporation — was formed in a 1966 merger between Richfield, based in Los Angeles, and Atlantic Oil on the East Coast. Originally, the station across the freeway from the soon-to-be Arco was built as an Arco in 1969. It became a Texaco and is now a Valero.
