In mid-May, Chula Vista police arrested the operator of El Jibarito Music Studio, Walter Rivera, and charged the 49-year-old with ten counts of lewd acts with a victim under the age of 14. The "inappropriate touching" is alleged to have occurred during a lesson with an 8-year-old student at one of Rivera's two music studios in the South Bay. The alleged victim's father notified police, and Rivera, who is married, was arrested on May 18 and held on $500,000 bail. On May 22, however, the district attorney's office said that no charges would be filed "at this time," and Rivera was released before a scheduled arraignment.
Prosecutor Enrique Camarena says his office plans "further investigation" into the allegations.
Chula Vista police spokesperson Bernard Gonzales says, "We feel there is enough evidence to proceed.... A second victim, a 14-year-old [girl], has come forward. We're still interviewing potential witnesses, as are detectives from the Family Protection Unit...."
El Jibarito Music Studio charges from $75 to $160 monthly for music lessons; the website touts their "carefully screened instructors."
