I don't know where you got the 24 million gallon per day figure, but the city's website says the North City Water Reclamation Plant can produce up to 30 MGD (http://www.sandiego.gov/mwwd/facilities/northci...). Personally, I'd like to see lots of that unused capacity go towards the Indirect Potable Reuse Project (http://www.sandiego.gov/water/waterreusestudy/w...), which could convert up to 16 MGD of North City's reclaimed water into potable water if the demonstration project were to be successful and ultimately approved for production mode.
