The retailers can put up all the signs they want, but they cannot alter court decisions that have declared the entrances to stores to be public spaces, and thus available to beggars, petition gatherers, charity cases, and so on. Target has signs up that state that NO solicitations are permitted. How many times have I seen solicitors doing their thing right under the signs? Many, many times.
