City can’t drag its heels any longer
It's about time.....actually it's too late for Hal Tyvol who died.....he was the original lead attorney. Mr. Tyvol was the man who worked tirelessly....researching and preparing the case that was successfully carried out by Mr. Haskins and Mr. Khoury. Reneging on refunds
I appreciate Mr. Hargrove's continued efforts to shed light on our dysfunctional City government. The GGH-MAD was illegal from the get-go making all assessments collected illegal; the courts found the MAD to be illegal twice. We taxpayers deserve our TOTAL assessment refunded; it was the City that did NOT inform its citizen taxpayers of the availability of the refund until the "supposed" limitation date for filing had passed. The City's behavior is shameful. No wonder people don't have faith in their elected leaders. Thank you Mr. Hargrove for keeping us aware.— December 5, 2012 3:17 p.m.
City Issues Partial Refunds To Residents in Greater Golden Hill
My first reaction to Dorian's reporting of the City's intent to send incomplete refunds was continued sadness and incredulity regarding my neighborhood's dealing with this MAD case. I wonder why our City's elected and appointed leaders are against the very people they represent and work for? That the applications for the refund were not available, that the City Attorney delayed his response to the ruling show that property owners COULD NOT send the forms in prior to the expiration of the statue of limitations. Here we go again. Just when I thought I could take a breadth after the GGH-MAD was ruled illegal, I must return to being ever-vigilant. City to Implement "Pay First, Litigate Later" on Disputed Tax Assessments?
The city owes property owners a refund of all assessments paid to an ILLEGALLY formed MAD. Period. If there is no repayment, the city opens itself to further litigation. How much extra cash does the city have to waste on lawsuits that could be avoided by following the law? The first suit was the only way the property owners of Golden Hill/South Park could get the attention of our city government and councilmembers. Do the property owners need to file again? I am in agreement the those writers before me. There is no joy in finding out that your City's officials knowingly made huge, illegal errors in the hopes that no one would notice. Will Golden Hill Residents Have to Pay for Their Now-Defunct Maintenance Assessment District?
I agree and support all the previous comments. I share the views that the MAD was illegally formed, collected and spent approximately $2 million and while I've paid my "share" of the assessment, I have received NO benefit. The City of San Diego owes me and my neighbors a complete refund. The City Council needs to resolve this matter immediately.— March 19, 2012 10 a.m.

I was overjoyed to hear that the GGH-MAD is OVER. I was an opponent from the beginning because I sensed its illegality. While it took 4-5 years winding through the judicial system, it was worth the wait and I agree with the comments posted before mine.— February 10, 2012 2:13 p.m.
The After-MAD in Golden Hill
I did not support the MAD because I read about the formation guidelines of MADs and it was clear the the GGH-CDC and the City were not within the legal boundaries. Like a respondent above, I attended the Einstein Academy meeting. Property owners who had an opposing view were NOT permitted to speak. It was a stunning rebuke to democracy. And in its wake, caused a coalition of property owners who fought against it. Both court decisions found what most owners knew from the beginning; too bad so much time and money were spent to make it clear to the few who couldn't read and comprehend the law. I say enough already. Sell the material purchased with MAD funds, add that to the taxes collected, refund the total and let's get on with our lives.— October 24, 2011 1:41 p.m.
Mad About Getting Rid of MAD
I would like the GGH-CDC and the City to PLEASE stop dragging my neighborhood through the mud. We the people have spoken through the courts TWICE! The MAD is ILLEGAL. We the majority of property owners still do NOT want any MAD. We LOVE our neighborhood and care for our properties. If the City-sponsored GGH-CDC wants "additional services" for "special recipients", it should collect dues from whoever they are and create a fund for that purpose, then implement.
