Baja state police turn down $240,000 bribe during arrest

Same sex acts such as oral sex were banned in several United States up into the 2000's. Sex laws are more on enforcement than what is written at your local government. Tijuana has taken the stance that prostitution will never be cleansed from the streets or clubs. Steps to stop sex trafficking and minors involved in prostitution have been implemented, yet has hardly stopped the problem.— September 24, 2012 8:24 p.m.

Initiatives in 2005 pushed by then Mayor Hank Rhon legalized prostitution, even though laws still exist that make it illegal. Hence why there are contradicting laws. The law is silent on the act of prostitution; hence it is legal. --To work in Zona Norte you must carry an issued health card (yet hardly enforced) --To keep the card active you must have it stamped monthly Directorate of Municipal Health (DMS) reported that Tijuana had 1,700 registered sex workers in 2008. Numbers have decreased as health card testing costs have increased. A 2010 study states half of sex workers in Tijuana are registered. http://www.ncbi.nlm.nih.gov/pmc/articles/PMC288... However, many prostitution related activities are illegal. --Public manifestation of prostitution is illegal. --Pimping and pandering is illegal. --Running a brothel is illegal. --Corruption of minors is illegal. --Public nudity/sex is illegal.— September 24, 2012 8:23 p.m.
Mexico celebrating Independence Day
Cinco de Mayo is more of a cultural phenomena in the United States, border areas, and culturally celebrated in Puebla. Most other areas of Mexico do not celebrate it. Sept 16th is the bigger Holiday of the two, but nothing compared to religious holidays.— September 17, 2012 11:25 a.m.
