Troubled Utility Consumers' Action Network has named Donald M. Kelly, a University of San Diego law graduate, as the new executive director. He is the third to take the post within a few months. It is not known now whether he is connected with the number of University of San Diego grads involved with others such as former executive director Michael Shames, board member Robert Fellmeth, and investigator Paul Dostart.

KELLY STUDIED UNDER FELLMETH I reached Donald M. Kelly, who is taking over ailing UCAN. He believes the organization can be turned around, and wants it to succeed. As a law student at USD 22 years ago, Kelly studied under Bob Fellmeth, who recently became a UCAN director. Michael Shames, who was Fellmeth's protege, was a co-founder of UCAN who left the organization after it filed for dissolution and revealed that it was under criminal investigation. Kelly took one course under Fellmeth, and was an intern at Fellmeth's Center on Public Interest Law. USD law school people who have served or are serving with UCAN are Shames, who taught ethics at USD; Fellmeth, the statewide expert on ethics; Christine Mailloux, current board member who studied under Fellmeth; Marc Lampe, ethics professor who left the board a year ago; Jack Minan, law professor who lasted only one month on the board recently, and Paul Dostart, adjunct professor who was selected to investigate the organization and Shames's activities.
