Mayoral candidate and district attorney Bonnie Dumanis, who yesterday (March 14) released a plan to improve City operations, seems to have plagiarized much of it from the County's General Management System Manual, says Erik Bruvold, president of National University System Institute for Policy Research.

"She plagiarized word for word, page after page, from the county's document," he says. To be sure, in releasing her plan, Dumanis acknowledged that it was currently utilized by the County of San Diego.

She claimed she successfully implemented the plan when she was first elected DA in 2003. But that doesn't excuse her copying it now, says Bruvold: "Plagiarism isn't a crime but it does get you an F in college," he says.

Shameful behavior from a mayoral hopeful! There is not an original idea in that loathsome women's head. She is a hack, pure and simple. Thank you for enlightening us on this plagiarism and thievery of the Dirty D.A., Don Bauder.

Kudos, Don. It will be most interesting to see what the Manchester Mill does with this, if anything. Now that she's down and utterly unlikely to be elected mayor, will that rag pile on her and send her packing? She is one of those folks who never had an original idea in her life. Her talent was one of promoting herself in every venue that presented itself. Who the heck put her on the bench? How did she thread herself through the primary thicket and end up the opponent for the much despised Pfingst? More importantly, what will the local TV stations do about reporting her deficiencies, wrongheaded prosecutions while failing to prosecute real wrongdoing, and this piece of plagiarism? I expect nothing whatsoever.

It's all in the definition of "law enforcement". If she supports the things the cops do, she's a "tough on crime" prosecutor. That means she's in law enforcement. Ahh, but going after local corruption with a no-holds-barred approach is something else entirely, and that's NOT what she does. Such things would upset her constituency of local pols.

San Diego is full of corruption -- no doubt about it. But Dumanis is one who won't recognize that. It reminds me of my days growing up in a Chicago subub. Chicago Mayor Richard J. Daley (father of the Daleys now in politics) denied that there was organized crime and a ghetto. Best, Don Bauder

Bonnie Dumanis has not well served her constituents, for many reasons. This article also points to another example in our city: The City of Encinitas has wasted $1.5 million paying consultants to create a bogus general plan update ~ Instead of performing an actual update, with a "red-line" draft, an entirely new plan was "assembled" through templates of other (non-local and dissimilar) cities' general plan updates. The draft general plan update was discredited and abandoned by unanimous Council vote after public outcry.

Council went so far as to declare that none of the associated consultants (of MIG) that had worked on the plan could any longer assist with the ongoing update. So yes, the discarded draft general update was a conglomeration of "templates" (with no citation, which would be considered plagiarism) of other cities' general plan updates, verbatim, in many instances. Locals have discovered that the cities used for templates are not local to Encinitas, and are more dissimilar than similar to our community.
