There are bad parts of Paradise Hills, certainly. But the ones you cited aren't in Paradise Hills, they're in Bay Terraces (http://www.sandiego.gov/police/neighborhood/index…). Media and even residents still make this mistake. Paradise Hills has a lower concentration of apartment and condo complexes than Bay Terraces does. Paradise Hills is also older, more 'hilly', and less 'terraced'.
Paradise Hills is bounded (approximately) by Rachael Ave and National City in the west, by Plaza Blvd/Paradise Vly Rd in the north, by Dusk Dr/Potomac St in the east, and by State Rte 54 and Bonita in the south.
So contrary to some opinions, Bell Middle School is not in Paradise Hills, neither is Tooma Park, the Ralphs on Alta View Dr, Zamorano Elementary School, San Diego School of Creative and Performing Arts, the newer homes north of Paradise Vly Rd, and most of the shops and businesses in the area. In fact, there are very few businesses in Paradise Hills proper, clustered primarily on a small section of Reo Dr with a few lone shops outside of that zone. There are only elementary schools in the neighborhood (a couple of public and one private) -- no middle schools or high schools.
Bay Terraces, the larger neighborhood to the north and east can be divided into South Bay Terraces and North Bay Terraces, Paradise Vly Rd being the delineator.
