Sempra Energy, the San Diego–based utility, is wealthy by comparison with other utilities. It is obsessed with handing out its riches to its shareholders (particularly its own top executives) at the expense of its customers. ...
That photo should be used in a photo dictionary. The term being defined would be "fat cats." Reminds me of some of those cartoons that appeared more than a century ago of the portly financiers, such as J P Morgan, sitting in their opulent dining rooms smoking cigars. In this photo the cigars are missing.
