Twenty five percent of our roads need repair, sewer and water pipes break, waste treatment plants must be built to conserve precious water. Neighborhoods need sidewalks, fire stations, and recreation centers. Then there's the stadium for the Chargers. We currently have a $900 million backlog of infrastructure needs -- just for streets, facilities, and storm drains.
