Should San Diego dump its 30-year-old sign ordinance in portions of downtown to create an Arts and Entertainment District?

Would the property owners within such a district have a say in whether billboards/signs/graphics are placed on their buildings or lots? I read this article, then the previous City Atty article, and didn't notice a reference to the rights of property owners to make the decision to have or not have these so-called money-making advertising ...

Well, Jerry Sanders did it. What about the Sunroad project near Montgomery Field? The mayor appears to be whimsical in the way some of these decisions are reported, but he probably had some legal advice himself before he took action.

City sued for halting construction on mixed-use project near SDSU

The plaintiff has a very strong case here, and I'd expect the city to fold. It cannot just "change its mind" in these high-stakes matters, and do a turnaround. The city may be right about the intent of the project, but the permits were paid for and issued.
