Featuring a 525-foot pedestrian bridge from the United States to Mexico, the Otay Mesa terminal, bankrolled by Chicago billionaire Sam Zell and wealthy Mexican partners, would allow passengers to park and check in on the U.S. side of the border and then walk across the line for departures from Tijuana’s airport.
