Will CVS offer liquor quicker in University Heights?

Pharmacy will open in Lennar's 379-unit apartment complex

Even though there’s a CVS Pharmacy in North Park (3151 University Ave.) and another in Hillcrest (313 E. Washington St.), the company wants another one. This time it will open in University Heights, as part of a massive apartment complex under construction by Lennar Corp.

Since CVS stores sell liquor, there’s a posted application onsite by the city’s development services dept., by applicant Garfield Beach CVS LLC, for a “conditional use permit.” That basically means that liquor sales may take place when CVS opens, but it’s not decided yet.

There’s an element of homelessness near the site, around Sprouts and the University Heights Library at 4193 Park Blvd. This could have an influence on how the decision goes.

Three blocks east is longtime beverage outlet, Boulevard Liquor, at 2105 El Cajon Blvd. The shop has been there since 1991, and has four stars on Yelp. Owner Nino said on October 7 that he is “not happy” with the proposed CVS liquor sales.

Local activist group University Heights Community Association keeps its eye on area projects. VP Marc Johnson told me October 6: “At two community forums, our membership had mixed feelings, and expressed their concerns at the initial presentation and follow-up progress report.”

Johnson explained that while “the [apartment] project complied with all current zoning regulations, it was not subject to community planning group, planning commission, or city council approval.” But he added: “Lennar has been responsive to concerns that the community raised re noise, graffiti, and dust/dirt. We look forward to the completion of the project.”

I reached out to CVS corporate PR for a statement on the project. Matt Blanchette, manager of retail operations at CVS, only had this vague comment: “It’s premature in the process to discuss specific information at this time.”

Nationwide homebuilder Lennar Corp. is developing the seven-story, mixed-use apartment building. It will contain 379 residential units. The 14,980-square-foot building is rising at 4353 Park Blvd, (corner of Park and El Cajon Blvd). It’s located in City Council District 3. Lennar’s PR department has not yet responded for comment.
