Your [Neal Obermeyer] political cartoon on page three of the February 21 issue is unclear. I know they’re talking about Petco Park and a billion dollars of other people’s money, but you make it look like she was gambling other people’s money in the casinos. That’s not true. Except for the two million dollars she stole, that was her money.

This letter is in response to a February 7 article, “Should you pay that ticket issued by Ace Parking?” (City Lights). As authority for contracting for private parking enforcement, the article quoted a Chula Vista Municipal Code section on hiring a public or private agency to prepare or conduct examinations for positions in the City or for any other personnel administration service. This code section does not apply to parking enforcement and is not the code section we provided you as the basis for the City’s authority in this area.

The code section that does authorize the City of Chula Vista to hire a private company to enforce parking violations is 10.62.010.B. This section was enacted in 2009. Another copy is provided for your information, below. Thank you for your interest in Chula Vista parking.

10.62.010 Parking enforcement — Authorized agents.

A. Every police officer and every City employee, and every volunteer (designated by the Chief of Police) charged with enforcement of the provisions of Chapters 10.52. 10.56 and 10.60 CVMC relating to illegal parking and time limitations in parking meter zones, the provisions of the California Vehicle Code, and the other laws of the state applicable to parking violations within the City, shall have the duty, when any vehicle is illegally parked, to issue written notice of violation thereof stating the state vehicle license number, make of such vehicle, the time and date of such illegal parking, meter number, street location, and a reference to the appropriate section of the code and the amount of the penalty for the violation.

B. Contract Enforcement. The City may enter into a contract with a duly qualified company, approved by the Chief of Police, to provide enforcement of Chapters 10.52, 10.56 and 10.60 CVMC relating to CVMC infractions only.
