So apparently are staffers for the Port of San Diego, who are taking notes and brought up the issue during a recent meeting in Fort Worth with their counterparts at the Burlington Northern Santa Fe Railway. "In the last two months, there were ninety-nine incidents of blockage beyond ten minutes, of which there were seventeen times that the blockages lasted more than thirty minutes," all of which represent a violation of the state Public Utilities Commission's maximum ten-minute blockage rule, according to a June 28 report to port commissioners. The railroad promised to investigate.
