Escondido sex offender tries to register

A defense attorney claimed that Juan Dolorier did try to register as a sex offender, but there was confusion about what to do and when to do it. Public defender Dan Segura spoke on behalf of Dolorier at a court hearing on January 7.

Juan Vincente Dolorier, 33, pleaded not-guilty to one felony charge of failing to register as a sex offender. Dolorier has a prior case for failure to register as a sex offender, but that previous case is a misdemeanor.

The public defender asserted that Dolorier made several attempts to register, by walking in the front doors of the Escondido police department, between November 13 and 19, in 2018. But Escondido police insist on an appointment, and Dolorier was given a slip of paper with a phone number on it, to call and make an appointment. Segura noted that offenders are forced to register at the convenience of the police department.

Escondido Police officer Teresa Ruiz testified that Dolorier failed to appear for one appointment on November 19 and again for a second appointment on November 26.

A sex offender has five working days to register after being released from custody, and Dolorier was last released from custody on November 13, a prosecutor said. Dolorier has a conviction for Penal Code 243.4, which is sexual battery, this described as touching intimate parts of another person while that person is unlawfully restrained.

Defense attorney Segura told a judge, “We don’t know if he got a Spanish language advisal.” Defendant Dolorier had benefit of a Spanish interpreter in court today.

On this newest case, Juan Dolorier has been held in jail since December 18, in lieu of $50,000 bail. He is described as 5 feet 8 inches tall and 165 pounds. Police list his address as “transient Escondido”.

Judge Carlos Armour ordered Dolorier back in court on February 4 to confirm a date for trial.
