A&D General Contracting and Action Telecom fraudulently got contracts for disabled veterans

Owners of construction and telecom firms arraigned yesterday

Owners of two companies were arraigned in federal court yesterday (April 21) for allegedly using fraud to get contracts of $11 million that had been specifically marked for service-disabled, veteran-owned businesses.

Andrew Otero and Roger Ramsey and their companies, A&D General Contracting and Action Telecom, were named in a 14-count indictment returned April 7 by a federal grand jury.

The indictment charges that they formed a joint venture and falsely claimed that their firms qualified as businesses owned by service-disabled veterans. They are charged with defrauding the federal government.
