As an overseer of property at the Otay Mesa, San Ysidro, and Tecate ports of entry, Cashman used his government position for personal enrichment over a number of years. For example, he demanded $10,000 in cash and thousands of dollars in renovation services to steer a contract to one company. He got six checks for $42,000 in another case.

In addition to taking bribes, he obtained thousands of dollars' worth of government building materials, which he used or sold.
