Among the factors considered are school systems, percentage of people smoking, obesity, participation in physical activities, number of fitness centers, life expectancy, job market, city budget, energy expense, and tax rate as a percentage of income.

San Diego comes in sixth — fifth in livability, third in education, eighth in health, and 33rd in local economy and taxes.

The best city is Austin, Texas, followed by Raleigh, North Carolina, Colorado Springs, and San Jose. The four worst are Cleveland, Philadelphia, Memphis, and the one that, to no one's surprise, is dead last: Detroit.
