FBI thinks they smell a rat

Timothy Francis Cashman, General Services Administration manager at Otay Mesa, San Ysidro, and Tecate ports of entry, was arrested July 1 and charged with taking bribes and stealing government property, according to the local office of he Federal Bureau of Investigation.

According to the government complaint, Cashman in 2007 got his home painted and windows installed in exchange for steering hundreds of thousands of dollars of contracts to an unnamed co-conspirator. The next year, he got $42,000 for awarding a contract to another unnamed co-conspirator.

Cashman also schemed with others to steal thousands of dollars worth of copper and aluminum panels from the Otay Mesa port of entry. He got a portion of the proceeds, says the federal government.
