In a letter to President Obama, on October 31, the office reported six cases of misuse of pay authority known as "administratively uncontrollable overtime." One of the six cases was at the asset forfeiture office at the Customs and Border Protection operation in San Ysidro.

Whistleblowers at that office report that Border Patrol agents routinely claim two hours of such overtime each day, but fail to perform the required duties or are not even present during the hours claimed.
