Alleged Carlsbad Killer Arrested in Indianapolis

According to court documents, on March 25, when 27-year-old Devin Allen was asked where he was from, he reportedly answered, “Oceanside.” The gangster told him, “You’re in the wrong town!” before knifing Allen in the belly, killing him.

The killer allegedly yelled, “Carlos Malos!” before he ran off; the words are a literal Spanish translation of “Carlsbad," the seaside community where the killing occurred.

A witness said he saw Juan Rocha making gang signs, forming his hand into a “C” shape moments before the confrontation, at about 10:30 p.m. on a Friday.

“I know this is the common gang hand sign for the VCLS Barrio,” said Carlsbad police detective Bryan Hargett. VCLS stands for “Varrio Carlsbad Locos. Rocha is a documented VCLS gang member.”

According to police, an eyewitness claimed to be “one hundred percent” sure when he identified Juan Alberto Rocha as the attacker outside Hensley’s Flying Elephant Pub. Police say they have video surveillance recordings from the pub.

U.S. Marshals located 20-year-old Rocha four days after the killing, on a Greyhound bus in Indianapolis; he was reportedly headed for Dayton, Ohio.

Police describe Rocha as a Hispanic male, 5 feet, 10 inches tall and 210 pounds. His last known address was in Oceanside.

Rocha is expected to be arraigned in the Vista Courthouse for murder, personal use of a deadly weapon, and special gang allegations.
