Kehoe Blasted for Bill Text Swap

California Catholic Daily is accusing California Senator Christine Kehoe of San Diego of “using a sneaky legislative tactic” to revive a failed law to allow non-physicians to perform certain abortion procedures in the state.

Senate Bill 623, which passed the state Senate on a 25-13 vote, contained this language pertaining to the use of copper-based paint on marine vessels. But on June 21, the bill was drastically revised, removing all reference to marine paints and instead focus on an extension of Health Workforce Pilot Project No. 171 through January 1, 2014.

The Project’s aim is defined in the text of the bill is “to teach new skills to nurse practitioners, certified nurse-midwives, and physician assistants, and to evaluate the safety and efficacy of allowing nurse practitioners, certified nurse-midwives, and physician assistants to use these new skills to perform first trimester aspiration abortions.”

California Catholic refers to the switch as “baby killing as environmental protection” in their headline.

Due to a reported lack of access to physicians willing to provide abortion services in some counties, a previous measure in 2007 allowed for the previously named professionals to receive training to provide first trimester abortions. Kehoe had previously authored SB 1338 in an attempt to extend the permission of those previously certified to continue performing procedures, but that measure failed in a 4-4 committee vote after passing 7-0 earlier in the day.
