With the demise of California redevelopment law, cities throughout the state have been forced to disband the large and complex local bureaucracies that sprung up to adminster the expensive programs.

One bit of overhead came in the form of money to run the so-called project area committees, made up of property owners and residents, that purportedly acted as watchdogs for taxpayers.

Now one of those representatives, Bertha Alicia Gonzalez, a member of the San Ysidro Redevelopment Project Area Committee, has agreed to pay a $200 fine to resolve allegations she failed to file her legally-required financial disclosure report on time.

"Respondent did not file her annual [Statement of Economic Interests] for calendar year 2010 until October 31, 2011, seven months late." according to a February 9 stipulation posted online last week by San Diego's ethics commission.

"The City Clerk contacted Respondent via letter and telephone on numerous occasions regarding her filing responsibilities, both before and after the filing deadline.

"Despite these efforts by the City Clerk, Respondent failed to timely file her SEI."

The stipluation goes on to say that Gonzalez, who has run a tax preparation and immigration consulting business in San Ysidro for years, "has a prior history of not timely filing SEIs. In particular, she filed her annual SEI for calendar year 2009 on September 17, 2010, more than five months late."

Another $200 fine was levied by the commission against Linda D. Bartz, an attorney and consultant to the city's Development Services Neighborhood Code Compliance Storm Water Division, also for failing to file her required financial report on time.
