Another More Sophisticated Narcotúnel Discovered (El Mexicano, 1/6/13 by Eduardo Villa Domingo)

MEXICALI, BC - A sophisticated narcotúnel still under construction was discovered yesterday morning in the historic center of the city, a few meters from the international line, where a worker who was responsible for monitoring the property was arrested.

The discovery was made around 8 a.m. in a building located on avenida Madero between calles Mexico and Nicolás Bravo in the downtown area of the city next to a gas station after the Directorate of Municipal Public Security received a tip about the location of the narcotúnel, so the Municipal Corporation in coordination with the Secretariat of National Defense found the subject there.

Arriving at the site, they observed a subject on the outside of the building who noticed the presence of the authorities and tried to avoid them, but was arrested. After the arrest municipal elements began to search the site where they found different construction materials, such as shovels, picks and other tools as well as sacks of soil extracted from the floor of the building.

Municipal authorities managed to locate and check signs of the tunnel with a depth of 10 meters and almost 40 meters long, with dimensions of a meter and a half in height and width. The construction did not yet pass the international line. According to authorities the tunnel is one of the most sophisticated that has been observed with ventilation, a sliding door and heavy-duty cement; although it was discovered before it was finished.

Referring to the arrested individual, unofficial sources claim he was identified as Carlos Alberto Hernández Montero, 39, who is originally from the State of Veracruz and had been hired by a man only identified as Caecilius or "El Chilo" who paid him 3,000 pesos ($234 US) weekly for taking care of the property, in addition to throwing soil withdrawn in a place located in callejón Colima in colonia Pueblo Nuevo. TIJUANA, BC - 30% of 453,656 affiliated with Popular Insurance completing “Safe Query” had an illness that were unaware of due to being overweight or obese, such as diabetes and hypertension, which if not treated in time can trigger serious, even irreversible health problems.

Mirna Rincón Vargas, Director of area Protection and Social Security, said that after having achieved universal health coverage in Baja California, this makes a year and a half since the program “Safe Query” was launched, during which they have reached 453,656 insured. She mentioned when insured come to renew membership policies they are given a free preventive consultation.

The official indicated that it is important for members come to “Safe Query” in order to be able to detect any diseases if treated in time can prevent health complications. She added that this also allows determining the type of medication a patient requires according to their illness to achieve a better quality of life.

The Director reported that they are currently in the process of integrating electronic records with the fingerprints of the insured as a way of providing quality care.
