Border News: School Bullies Halted; 1 Man Shot; 2 Captured

TIJUANA BC (Frontera, Angela Torres, 12/6/11) - Around of 20 schools in the city have detected the practice of "bullying", said the Office of Human Rights, which also stated that so far it has worked with six schools to combat the problem. Heriberto García García, head of the unit, pointed out that lectures are offered on topics such as conflict management in a non-violent way. They also expect to intervene at the 14 remaining schools. He mentioned "bullying" is a social phenomenon that has increased in recent months. The careful physical, emotional and psychological integrity of minors is needed in schools, so it works through psychology of PDH to prevent and resolve the problem. So far, they have trained 180 students, 130 parents and 20 teachers from different schools of pre-school, primary and secondary schools. He said the material provided in psychotherapeutic training to students, against “bullying”, is handled according to grade level, age and language, and with materials designed especially for each. Garcia Garcia told teenagers PDH programs promote human rights in society. "It is important they are aware of their rights. Under no circumstances should they be silent. By staying alert they do not allow this type of prejudice or abuse to themselves or fellow students". He also urged the community to report any "bullying" to his office at phone # 973-2373, extension # 107, and you may speak with Psychologist Soraya Duarte.

According to authorities, about 10 a.m. today they received a report that a person had gunshot wounds in colonia Florido Cañadas. The deceased was found outside the main door of a Los Olivos private home. Upon arriving, at first glance you could see three bullet impacts. At this time the victim has not been identified, however residents indicated there were two assassins who fled in a purple pick-up truck.

TIJUANA BC (Frontera, Luis Gerardo Andrade, 12/6/11) - In response to an anonymous complaint to # 089, State preventive police (PEP) arrested Sergio Federico Vera Cazares, 67, who was in possession of three firearms and cartridges. On receipt of the information, PEP went up E Street to Pinos de Narez fractionation. Once there, officials observed a white Chevrolet pick, with AM 53588 plates. The vehicle was parked with the windows opened. At first glance, there were several firearms on the passenger seat. When they approached the subject, he said that he owned the vehicle, so he was secured. A .380 caliber gun was located inside the vehicle, along with a .357-caliber Magnum firearm, a 12-caliber shotgun, plus 24 .380-caliber cartridges, 43 .357-caliber cartridges and 4 12-caliber shotgun cartridges . In other PEP actions, on calle Parque Municipal in colonia La Arboleda, officers intercepted and captured Abel Moctezuma Almazán, 24, who tried to evade them. In a precautionary search of Moctezuma Almazan, officers he was hiding a loaded 5-shot .22 caliber revolver in his waist. In addition Moctezuma Almazán also carried 24 wrappers containing the drug synthetic referred to as "ice", and 360 pesos ($30), apparently proceeds from the sale of drugs. Both people were turned over to the Federal Jurisdiction of the Public.
