5/3/11, Two Traffic Safety Checkpoints, El Norte/Kaile Ln. and Broadway/Bahia Ln. 604 vehicles drove through the checkpoints 5 vehicles were impounded because the drivers did not have a license 9 drivers were cited for no insurance 16 citations issued (to include no license, no insurance and mechanical violations) 2 vehicles had child safety seat restraints improperly used. In both cases, there were children in the cars. Officers were able to readjust the seatbelts so that the child safety seats were locked into a secure position on the seat. They also educated the drivers on how to check for proper tightness. These two drivers were not cited.

5/18/11, at about 5 pm a female reported she was robbed and sexually assaulted on East Valley Parkway. The suspect had taken her vehicle described as a 2000 Ford Expedition. At about 930 pm an attempted armed robbery had just occurred. A female said as she was leaving her job on East Valley Parkway, a male suspect with a handgun, attempted to rob her. She fled and called the police. The suspect was driving a vehicle that matched the description of the earlier stolen vehicle. Police saw the suspect vehicle in a parking lot near East Valley Parkway and Beech Street with a single male occupant. Contacted inside of the vehicle, het was found in possession of a firearm. The vehicle was confirmed to be the vehicle stolen earlier in the evening and the suspect was identified by both victims. The suspect was placed under arrest. He was Jugo Elmer Garcia, 18. He was booked into the Vista Detention Facility for 2 counts of armed robbery, 2 counts of attempted armed robbery, 1 count of rape, 1 count of auto theft and 1 count of possession of a loaded firearm. In addition to the state charges, it was determined that Garcia is an ICE fugitive. He was ordered to leave the country in January of this year and failed to comply with that order. This investigation is continuing.

5/20/11, DUI Sobriety/Drivers License Checkpoint with CHP, Lincoln Ave. and Fig St. 3,052 vehicles drove through the checkpoint. 3 field sobriety tests were administered at the checkpoint. 4 total arrests were made during the event: 1 driver was arrested for DUI. 1 driver was arrested for DUI and possession of a controlled substance. 1 driver was determined to be unlicensed and in the country illegally. He had previous criminal arrests for drug possession/lewd acts with a child and turned over to ICE. 1 driver was arrested for 4 outstanding suspensions on his license for DUI. 24 vehicles were impounded, 5 had suspended driver’s license and 18 drivers had no license. 5 drivers had no insurance. 37 total citations were issued during this event. 4 child safety seats were properly installed for parents.

5/25/11, Traffic Safety Checkpoint, South Juniper Street. 333 vehicles drove through the checkpoint 6 vehicles were impounded because driver did not have license 15 were cited for no insurance 23 citations issued (to include no license, no insurance, and mechanical violations)

5/27/11, Conduct Curfew Sweep 20 juveniles were arrested for curfew violations. The juveniles were transported to the police station and eventually released to their parent/guardian or taken to Juvenile Hall. Their ages ranged from 12 to 17 years old. The juveniles will have an opportunity to participate in a structured process aimed at improving decision making that strives to reduce future law enforcement contacts.
