Rancho Peñasquitos man fights with city over concrete spill
This is way past the actual article, but as I was researching a paper based upon my past work history, I just couldn't resist a response here. I was a Code Compliance Officer for the Storm Water Program. I did that job for near six years and wrote hundreds of civil penalty cases. Of all the investigations I did, I never had a single one that didn't have irrefutable evidence of a discharge into the storm drain system. The investigation in this instance is laughable, which is very surprising to me as I hold Tony Evans in high respect for his attention to detail. There is no concrete (Kind of a pun) evidence to proove the guilty party and the investigation should have been pushed further. Also, two years for an investigation to be complete is down right unacceptable. We had 2-3 months to present a finished investigation for approval to this level and let me say, we had better have a very good investigation to pass along.
